Rosario Olivera currently serves as a Clinical Instructor at the University of Texas at El Paso and an educational and social services consultant for the Canutillo Independent School District (CISD). In this role, she works to expand social work services, build a comprehensive Multi-Tiered System of Supports (MTSS), and increase student access to mental health care. Ms. Olivera also collaborates with community partners to enhance mental health-related services across the border region, and she plays a key role in preparing future professionals to address and improve mental health services for underserved populations in the area.
Ms. Olivera and her team developed the Integrated Behavioral Health program of the Local Mental Health Authority for Doña Ana county. As the Chief of Mental Health for Doña Ana she grew all specialized mental health programs.
Previously, Ms. Olivera served as the Executive Director of Health and Human Services for the Ysleta del Sur Pueblo, where she oversaw a wide range of culturally responsive, community-based health and wellness programs. She also held the position of Chief of Mental Health at La Clinica de Familia (LCDF) in New Mexico, where she led the development of the county's first integrated behavioral health program within a Federally Qualified Health Center (FQHC). Under her leadership, LCDF became the Local Health Authority in Doña Ana County and significantly expanded its behavioral health services.
Throughout her career, Ms. Olivera has demonstrated a strong commitment to integrated care, community-driven mental health initiatives, and advocacy for underserved populations. Her leadership continues to shape and improve health and social service systems across the U.S.-Mexico border region.
