Julia Egan is a Licensed Clinical Psychologist in California and currently serves as the Director of Telehealth and Clinician Services at Telecare Corporation, where she leads strategies to expand access to care, strengthen clinical excellence, and integrate recovery principles into leadership and service delivery.
A dedicated contributor to the National Council for Mental Wellbeing, Dr. Egan has presented at the Council’s annual conference in 2021 (poster), 2022 (workshop), and 2023 (workshop). She is passionate about sharing practical strategies that improve behavioral health outcomes and supports the Council’s mission to enhance mental health services nationwide.
In her current role, Dr. Egan guides the implementation and evolution of hybrid telehealth operations across Telecare’s 170+ clinics, which serve individuals with serious and lifelong mental illness. Her work focuses on leveraging telehealth to increase access, improve care quality, and support workforce sustainability by addressing clinician shortages, burnout, and shifting workforce preferences.
Dr. Egan’s recovery-oriented leadership practices were shaped by her eight years as Clinical Director at Morton Bakar Center (part of Telecare Corporation), a psychiatric skilled nursing facility. Her success in fostering collaborative, client-centered approaches led to her role on Telecare’s Recovery-Centered Clinical System (RCCS) Steering Committee, where she helps guide organizational initiatives that strengthen leadership and culture.
Throughout her career, Dr. Egan has developed deep expertise in treating serious mental illness across various settings, including outpatient clinics, residential dual diagnosis programs, and inpatient subacute facilities. She is committed to advancing innovative solutions that address evolving behavioral health needs and create stronger systems of care.
