Kristin Lupfer, M.S.W. is Vice President for Housing and Income Supports at Policy Research Associates, Inc. (PRA), where she contributes to PRA's strategic planning and leadership activities. She manages and oversees personnel, budget, and task timelines and coordinates and manages all projects within the Housing and Income Supports Program Area. Additionally, Ms. Lupfer is the Director of SAMHSA’s Projects for Assistance in Transition from Homelessness (PATH) Data Exchange (PDX). Ms. Lupfer was the Project Director for SAMHSA’s SOAR Technical Assistance Center for 12 years and a Senior Project Associate on the project for 4 years before that. She is the co-author of SOAR Online Course Increases Capacity for Assisting Individuals with Disabilities in the US. (Frontiers in Public Health, 2016) and An Evaluation of SOAR: Implementation and Outcomes of an Effort to Improve Access to SSI and SSDI (Psychiatric Services, 2016) and numerous SOAR TA Center publications. From 2017-2023, Ms. Lupfer was the Program Manager of SSA’s Analyzing Relationships Between Disability, Rehabilitation, and Work (ARDRAW) Small Grant Program. Ms. Lupfer earned her MSW at the Columbia University School of Social Work. Her previous experience includes work as a Supported Employment Specialist and caseworker assisting people with disabilities who were experiencing homelessness in New York City and Atlanta. In addition, she has conducted research and data analysis with the National Center on Addiction and Substance Abuse. Before joining the SAMHSA SOAR TA Center, Ms. Lupfer was the Director of the PATH-funded Georgia SOAR Program.
