Lisa McGarrie, MSW, LCSW is the Lead Policy Finance Specialist with Safe Babies, a Program of ZERO TO THREE and a licensed social worker with over 20 years of experience working with children, families, and child-serving systems. Lisa leads the design and delivery of policy and sustainability support for states implementing the Safe Babies approach. Prior to joining Safe Babies, Lisa led the Policy and Finance team at the Center of Excellence for Children’s Behavioral Health in Georgia and managed Maryland’s statewide federal grant to improve care coordination for children with mental health challenges and multi-system involvement. She currently serves on the National Advisory board for the CCBHC National Training and Technical Assistance Center. Lisa has worked with leadership across states on policy approaches, engaged with human services organizations on program implementation and sustainability, designed and led mixed methods research/evaluation projects, and translated learnings to policymakers. Her areas of expertise include infant and early childhood mental health, Medicaid, and children’s mental health systems and policy, including peer support.
