Jacque Serrano, LCSW, CADC I, is a Licensed Clinical Social Worker and Certified Drug and Alcohol Counselor currently serving as the Division Director for Prevention & Peer Delivered Services at Morrison Child and Family Services. In this leadership role, she oversees comprehensive early childhood programs including the nationally recognized Infant & Early Childhood Mental Health Consultation (IECMHC) program and innovative peer mentoring services, ensuring culturally responsive and trauma-informed care delivery across Oregon communities.
With specialized post-graduate certifications in Child-Parent Psychotherapy, Trauma-Focused Cognitive Behavioral Therapy, Foster and Adoptive Family Therapy, and Wilderness First Response, Jacque brings a multifaceted approach to behavioral health services. Her seven years of experience within coordinated care organizations has encompassed roles as wraparound mental health therapist, Behavioral Health Manager, and Mental Health Programs Administrator, providing her with deep systems-level understanding of integrated care delivery.
Jacque's work emphasizes authentic lived experience inclusion and community-driven solutions. She played a key role in implementing the statewide rollout of Morrison's Parent Mentor Program, which had been selected for federal R3 replication study. Her implementation efforts have expanded evidence-based peer-delivered services across Oregon, demonstrating the impact of mentoring support in child welfare systems. She has successfully advocated for policy improvements in parent-child visitation protocols, enhanced caseworker engagement strategies, and improved care transitions.
Throughout her career, Jacque has remained committed to providing therapeutic services to high-risk children, adolescents, and their families while championing equity and access for the LGBTQ2S+ community. Her approach centers on building authentic partnerships with those most impacted by behavioral health systems, moving beyond traditional advisory models to create genuine shared power and system change
