Phebe Bell recently became the Senior Director of Housing Solutions for Cthe California Mental Health Services Authority. In this role she supports counties in the successful implementation of housing programs and advocates for policies and programs to improve services for people struggling with mental illness and substance use disorder. She previously was the Director of Behavioral Health and Homelessness for Nevada County for 8 years. In this role she oversaw specialty mental health services for children and adults, substance use disorder services, and a comprehensive crisis system. She also managed homeless services for the County, including outreach programs, supportive housing, and interim housing. Phebe has previously worked in numerous non-profit agencies and is passionate about improving safety net services for vulnerable people. Phebe has a Masters degree in Social Work from Portland State University and a BA from Yale University.
