Virginia Wimmer is the CEO and Founder of V.A. Wimmer Consulting, LLC, bringing more than two decades of executive leadership, veteran advocacy, and organizational development expertise to her work. She currently serves as a Strategic Planner with the San Joaquin County Veterans Service Office (VSO), where she designs and implements performance frameworks, employee engagement initiatives, and veteran-centered service improvements. She also serves as a Social Work Field Instructor, mentoring graduate-level social workers and strengthening the next generation of clinical and administrative leaders in public service.
Prior to returning to county service, Virginia was appointed by Governor Gavin Newsom as the Deputy Secretary for Women Veterans Affairs at the California Department of Veterans Affairs (CalVet), serving from August 24, 2021, to April 8, 2024. Before her statewide appointment, she served as the Deputy Director of Veterans Services and County Veterans Service Officer for the San Joaquin County Health Care Services Agency. During her tenure, she launched several impactful initiatives, including the establishment of the county’s Veterans Treatment Court in 2015, reflecting her long-standing commitment to veteran wellbeing, rehabilitation, and holistic support.
Virginia’s public-sector leadership is grounded in 26 years of distinguished service in the United States Air Force. Her military career included roles as a Security Forces Journeyman, Health Care Services Manager, and Air Force Recruiter, culminating in her retirement as a Senior Master Sergeant (E-8) in 2012. She deployed to Afghanistan in support of Operations Enduring Freedom and New Dawn and completed overseas tours in South Korea and Italy.
Virginia holds a Master of Social Work degree from the University of Southern California. She is a Certified Master Trainer of Applied Suicide Intervention Skills Training (ASIST) through LivingWorks, an Accredited Mental Health First Aid Facilitator through the National Council for Mental Wellbeing, and a Nationally Accredited Veterans Advocate through the National Association of County Veterans Service Officers. She remains deeply committed to suicide prevention, trauma-informed care, leadership development, and improving the systems that serve veterans and their families.
