Senior Analyst, Overdose Prevention

Arnelle Toffey is a public health professional with a strong background in overdose prevention, project management, and policy analysis. At ASTHO, she leads federally funded initiatives focused on overdose preparedness and response. In this role, she manages multi-partner projects, develops technical assistance resources, and designs scenario-based exercises that strengthen coordination among health departments, federal agencies, and community partners.
Her earlier experience includes research roles at Brown University and with the Racial Equity Workgroup of the Governor’s Treatment Taskforce in Rhode Island, where she conducted qualitative research and contributed to statewide initiatives addressing substance use treatment. She also gained global perspective through an internship with World Vision International in Geneva, Switzerland, focusing on disaster management and humanitarian response.
Arnelle earned her Master of Public Health from Brown University and a Bachelor of Science in Public Health with a concentration in Global Health from Kent State University. Her interests include substance use epidemiology, public health policy, and community-based interventions.
