Jessica Montgomery-Brown is a Training & Consultation Specialist with Rutgers University Behavioral Healthcare (UBHC), within the New Jersey Children’s System of Care Training & Technical Assistance Program. She brings over 20 years of experience supporting youth with mental health and behavioral challenges and their families through direct services, care coordination, and system-level collaboration.
Prior to joining UBHC, Jessica accumulated extensive Care Management experience, developing strong expertise in partnering with Partial Hospitalization and Intensive Outpatient Programs, inpatient providers, Child Study Teams, Out of Home treatment settings, and community-based organizations to address the long-term needs of youth and families across Systems of Care.
In her current role, Jessica serves as a nationally certified trainer in the TCOM-CANS (Transformational Collaborative Outcomes Management – Child and Adolescent Needs and Strengths) tools, as well as a nationally certified trainer in Wraparound Values and Principles. She has presented at the national level, including at the National Wraparound the World Conference in 2025.
Jessica currently delivers training and consultation on a range of topics, including Strengths & Needs Assessment, Wraparound Values and Principles, the Child and Family Team Process, Strengths-based Care Planning, and Effective Facilitation of Child and Family Team Meetings. Her work emphasizes practical application, collaboration, and family-centered, strengths-based approaches to care.
