Shannon Higbee is the Chief Strategy Officer at the Alliance for Rights and Recovery, where she leads national initiatives to advance peer services, workforce development, and recovery-oriented systems of care. With more than 20 years of nonprofit leadership experience, Shannon has held diverse roles spanning education, housing, and behavioral health. She began her mental health career with Recovery Options Made Easy in 2016, ultimately serving as Chief Executive Officer before joining the Alliance in 2025. Throughout her career, Shannon has championed peer-led approaches, building innovative housing programs, peer-run crisis services, and integration models that center lived experience in clinical and community settings.
In addition to her leadership roles, Shannon collaborates on research that advances the peer workforce nationally. She has worked with the University of Pittsburgh on studies examining peer integration in CCBHC models, and with Rutgers University on research and training related to peer-led crisis services. A frequent national presenter, trainer, and keynote speaker, Shannon has partnered with organizations such as the New York State Academy of Peer Services, the Alliance for Rights and Recovery, and the National Council for Mental Wellbeing. Her expertise focuses on peer workforce development, peer-run crisis alternatives, and authentic peer integration into clinical models including CCBHCs. Guided by her belief in the efficacy and necessity of accessible, high-quality peer support, Shannon is dedicated to strengthening the peer workforce and ensuring peer leadership shapes the future of behavioral health care.
