Emily Luebbering, RN, MBA, is the Director of Integrated Care for the Missouri Behavioral Health Council. Emily has more than 25 years of healthcare experience, including 19 years in Missouri Medicaid programs. Emily’s experience spans disease management, case management, inpatient utilization review, Medicaid Home and Community-Based Service waiver oversight, and direct patient care. Emily currently works in partnership with the Department of Mental Health in efforts to support individuals with co-occurring behavioral health and intellectual and developmental disabilities diagnoses.
